Defense White Paper
The Defence White Paper explains how the Government is investing in the defence capabilities of Australia to improve security for Australia in the ever-changing strategic world Australia will confront in the coming years.
The policy of the Government is to align Australia's defence strategy to capabilities and resources, and to increase our defence alliances internationally to help support our the common security interests of all countries and build partnerships with the Australian defense industry to develop cutting-edge technologies and to provide vital capabilities.
Because the decisions we make about the capabilities of our defence taken today will determine our capability to face the threats in the near future, it is vital that decision-making and planning takes a perspective over the long term. The Defence White Paper looks out until 2035 to determine the areas and types of security issues will likely to occur and the capabilities Defence and its partners - as well as the Australian Defence Force (ADF) as well as the Department of Defence - will have to be able to handle these challenges. Although Australia has a strong defence capability that can be tapped to tackle the current security challenges however, the significant underinvestment in Defence over the years, and the delay in making decisions on future capabilities needs to be rectified. Defence's capabilities plans have been severly separated from the strategy of defence and resources, putting off crucial investments for Australia's future defense and frustrating the Australian defense industry.
In April 2014 The Government declared that they was preparing an updated Defence White Paper to align the strategy, capabilities and resources.
The Defence White Paper is based on an extensive analysis of Australia's strategic environment, which includes the developments taking place throughout the Indo-Pacific region that spans from everything from the Indian Ocean to the Pacific Ocean and all over the globe and the implications of these developments for Australia as well as for Defence. The White Paper also outlines the various challenges posed by the complicated interactions between states as well as the constant threat from non-state actors such as terrorists who seek to carry out attacks globally in regional and regional settings as well as within Australia.
An all-inclusive Force Structure Review underpins the Defence White Paper. Its Force Structure Review assessed Defence's future capabilities and requirements, as well as formulated the structure of force required for achieving Australia's defense objectives.
The Expert Panel supported the development of the Defence White Paper together with an extensive consultation process that included input from all levels of Government, Australian defence industry as well as the Australian public as well as New Zealand, United States, New Zealand as well as our other international partners.
The Defence White Paper sets out in three sections the components of the Defence Policy of the Government as a response to this extensive analysis and analysis Strategy, Capability and Resources.
